INTRODUCTION

On September 11, 2001 the highest office of the world's most powerful nation should have instantly recognized the significance of a commercial aircraft crashing into a well known terrorist target, at least enough sufficient to justify canceling an insignificant 'photo-op'. Given what is known now about threats known then, the only way that they would have not known what was happening, is intentionally. Therefore, the fact that the President's entire staff let the Commander-in-Chief proceed on schedule for over 45 minutes AFTER the first plane hit the World Trade Center is highly suspect as deliberate dereliction of duties, done by design for a desired effect, like everything else done by the administration of George W. Bush.

But that fact is only the beginning of the preponderance of prima facie evidence substantiating suggestions of suspicious circumstances surrounding the situation. The fact that the Bush administration refuses to discuss their own 9/11 foreknowledge, failures and fortunes, seeks no accountability for the failures of others and even engages in what has been legitimately characterized as cover-up, is indisputable indication of the incriminating nature of the truth that it steadfastly refuses to disclose. Think about it. There is no reasonable justification to classify 'secret' Bush's pre-9/11 knowledge, if he was so oblivious about the threats. What could be revealed about his pre-9/11 awareness that could possibly be so sensitive? The fact that the White House hides the "9/11 Truth", means that there is very good reason to demand it.

The White House is so protective of details about Bush's relationship to 9/11 that he strenuously resisted even meeting with his own 9/11 Commission until caving in to great pressure, and even then it was only under highly restricted conditions. The only logical conclusion that can be drawn from reluctance to meet with the panel was offered by Bush himself, after emerging from the session with the commission, when he answered a question about criticism of the secretive conditions, "Look, if we had something to hide, we wouldn't have met with them in the first place!" The record clearly shows that Bush did not want to meet investigators in the first place.

The very next question, about whether victims' families deserve to see a transcript or know what was said in the meeting, Bush refused to answer for the second straight day. Refusal to answer must mean that the answer is, "Yes, the families have a right to know the truth about why 9/11 was allowed to create the perfect context for war exploitation by fourth generation warmonger President George Walker Bush."

Proposition 911 has been developed for the purpose of drawing attention not only to the issue, but to the responsibility of the press in exposing and exploring the matter. The Proposition 911 project is calling into account the fourth estate's obligation to challenge the official "9/11 Story" by George W. Bush, his administration and his family's network, hereafter referred to as "Team Bush". This term helps convey the proper context for conceiving a confrontation with such a potent opponent, which evidently thinks the end justifies being mean. The 'game' needs to be played using best-guess speculation as to the strategies of people who may prove to be capable of such atrocities, which is certain to be deep, dark and difficult to detect. In other words, Team Truth is sure to find that standard operating modes of legal recourse may be ineffective against the bold-faced lies and dirty tricks of Team Bush. For example, the latest sleazy twist in 9/11 widow Ellen Mariani's civil RICO suit alleging Bush administration complicity in the attacks. So, Team Truth must muster the wisdom and determination to overcome the obstacles Team Bush will create.

ANALYTICAL OVERVIEW

9/11 is the abundant source two phenomena: 1. George W. Bush's power, which he has exploited to the extreme, and 2. unresolved issues about Bush's relationship to the day that gave him all that power. The entire specter of 9/11 foreknowledge by Bush and implications thereof tends to overwhelm the mind, and understandably so. But at this point, the whole issue can be boiled down to the notion that the situation warrants critical examination beyond the scope of the 9/11 Commission Report.

While 9/11 Truth is priority-one right now, going forward it begs a bigger-picture judgment issue concerning the rights of Americans to be allowed access to the truth regarding a matter that meets reasonable standards of inquiry justification. In general, as a point of principle and practicality, executive branch denial of access to the whole truth about its questionable failures to prevent an event that proved profitable for the administration's supporters simply must be challenged.

Because of the spellbinding nature of 9/11, a disaster that dwarfed Hollywood's best, it blew away rational national thought about the attacks and how to respond to them. The natural nationalistic reaction to 9/11 skewed critical analysis to a dangerous low. Because of the frightening mix of paranoia, patriotism and propaganda, Bush was allowed to unilaterally define 9/11 as an act of "War", as opposed to a criminal act.

But even worse than that, Bush was further allowed to unilaterally decide what should be the appropriate response to it: War, which his support base happened to be poised to profit from. The the administration pursues a pre-declared agenda with blatant disregard for anything that tried to stop it. (By the way, how is the Wellstone crash investigation going?) Those who see this unacceptable and suspect situation for what it is must turn the tables on the administration and turn the screws on the mechanisms that can squeeze the truth out of their perpetual practice of plausible deniability.

Proposition 911 is introduced to facilitate this endeavor by making the legitimate case to justify it, with analysis of bigger picture perspective on patterns of behavior by the Bush administration, including relevant historical context of Bush family business. Proposition 911 opposition is challenged to provide any good reason to NOT immediately address and conclusively resolve the issue of the Truth about 9/11.

SUMMARY OF SUSPECT CIRCUMSTANCES

•9/11 could not have worked out better for the Bush administration if they planned it. That effect can be the product of only one of two causes: either it is an incredibly convenient coincidence or a concerted conspiracy. Four generations of Bush family self-serving involvement in defense, intelligence and energy suggests conspiracy.

•9/11 is the kind of thing that had been visualized by Bush administration officials, one year prior to the attacks, as something that would accelerate the advance their defense and energy-driven agenda. Their 'think tank' specifically stipulates it would be "a slow one, absent a catalyzing and cataclysmic event...like a new Pearl Harbor".

•9/11 was something that on the morning of, Bush seemed to pretend to be surprised about and not recognize as terrorism, despite 40 briefings mentioning al qaeda an intelligence system "blinking red", several warnings from foreign governments and a prior attack on the World Trade Center.

•9/11 occurred because of flagrant failures of national security, which Bush should have sought answers about. But his administration not only sought no accountability, but has consistently covered-up, stonewalled and discouraged investigation all along.

PROJECT PREMISE

The established facts that the Bush administration accurately predicted profiting from 9/11, failed in its duties to prevent or seek accountability for any 9/11 failures and actively covers-up 9/11, taken together, pass any reasonable threshold for legitimate justification of demands that George W. Bush disclose the whole truth about 9/11.

The official "9/11 Story" of Bush being surprised by the attacks is unacceptable as adequate explanation for such a profound failure of national security, which led to so much power being bestowed upon the Bush administration. Bush, despite reports that he was "tired of swatting at flies", has steadfastly maintained his pre-9/11 ignorance that precluded the possibility of him taking any action whatsoever.

In April 2004, during the 9/11 Commission hearings, revelations as to intelligence available before 9/11 prompted inquiries from the press, about Bush foreknowledge of 9/11. The press was evidently satisfied with the following explanations, because it is all that Bush has ever said about it, other than a December 2003 dismissal of Howard Dean-cited allegations of foreknowledge, as "an absurd insinuation":

“And the answer is that had I had any inkling whatsoever that the people were going to fly airplanes into buildings, we would have moved heaven and earth to save the country -- just like we're working hard to prevent a further attack.”

“As I mentioned, I oftentimes think about what I could have done differently. I can assure the American people that had we had any inkling that this was going to happen, we would have done everything in our power to stop the attack.”

“After 9/11, the world changed for me, and I think changed for the country. It changed for me because, like many, we assumed oceans would protect us from harm, and that's not the case, it's not the reality of the 21st century. Oceans don't protect us. They don't protect us from killers.”

If the Commander-in-Chief truly had no inkling about what was going to happen, then he should have wanted to know why he didn't know. Bush should not be so willing to accept the fact that he was was so clueless about it that he insisted on proceeding with a meaningless photo-op after being told a commercial airliner hit the first tower...never mind the minutes of Bush inaction seen in Michael Moore's movie.

That whole performance during the attacks and the lack of accountability after are suspect as deliberate dereliction of duty, which must no longer be allowed to go unexplained. Bush should also explain why in the aftermath, he unilaterally decided that the hijackers had no accessories in the U.S., such as the Saudis who were evacuated, and that there was no reason to find and fix the sources of failures and the stovepipes that let 9/11 happen on his watch.

Instead of launching a probe for possible causes and accomplices, the Bush administration has done everything in its power to subvert investigations and even cover-up 9/11, including terrorist support by Saudis with close ties to Bush. All this is on top of the fact that on 9/11, the White House made false claims about ordering implementation federal emergency response plans and Secret Service securing of the president "immediately after the first attack". This fraudulent misrepresentation about dereliction of duties by Bush and others remains completely unchallenged. It represents nothing less than irrefutable proof positive of the cover-up of deliberate dereliction of duties to prevent 9/11, so they could reap the pre-conceived benefits.

Proposition 911 is intended to facilitate rapid resolution and response to the issue as a 'true or false' statement of fact and policy regarding the right to the 9/11 Truth, which supporters are expected to propagate through media to the government. Team Truth is changing the game and challenging Team Bush to either prove Proposition 911 false, or be prepared to defend against charges of cover-up and complicity in the attacks. From any reasonable standard of expectations in American democracy, Team Truth is justified in pressing the press to pressure the president to respond to Proposition 911. As a major component in the U.S. political system, which keeps the government in check, the news industry owns a major responsibility to remind the president of the citizen right to the truth about how the executive branch uses its highly concentrated power. There is too much at stake to let public policy be shaped in private. We may soon see the Bush administration as the epitome of that axiom.

Proposition 911 provides analysis pre-digested for quick consumption, breaking the matter down into the dichotomy of the only two views to choose: "True-Yes, I support." and "False-No, I oppose." This makes is accessible to quickly weigh in on the issue and play along, by making the issue conceptually accessible, and adding the actionable aspect of approaching. It simplifies the 'news game' the with a basic rule; when a public issue crosses a threshold for a "fact or fiction factor" - which combines the degrees of its probability plus its potential for problematic outcome. Upon meeting fair criteria for validity, it should be posited as 'true' and posted, in a proposition proposing exercise of the right to know the truth about it. It should be debated and proven false and dropped, or if true, prosecuted and rectified by the mainstream news media and throughout government.

Team Truth offers Proposition 911 and supporting arguments, as a point of reference around which to focus debate, in order to quickly advance to potential prosecution. Proposition 911 is available as an 'open source' case, providing a basis for anything from talk radio fodder to articles of impeachment of the entire administration and all appointees.
